After a block that lasted since 2015, the implementing provisions that regulate investments in innovative SMEs and reorganize those addressed to start-ups have finally been unblocked. The decree will therefore merge the pre-existing regulations relating to start-ups, published in 2014 and amended over the years, with those meant for SMEs of newly introduction .
The interministerial provision, already approved by the MEF, was also signed by the MISE in recent days and should soon complete the transition to the Court of Auditors and then be published in the Official Journal.
Let’s examine what are the main points of the decree on incentives, aimed at encouraging the growth of a key sector of the Italian economy.

To whom they are addressed: natural persons investing in SMEs or innovative start-ups. By “innovative subjects” we mean those defined in Legislative Decree 3/2015 and therefore meet the classic requirements of investment in R&D, patents, qualified personnel, etc..
It is also possible to take the investment with corporations, if they invest mainly in innovative Startups/SMEs or through subjects of collective investment of savings.

30% Tax bonus: for investments in innovative SMEs it is possible to deduct 30% up to a maximum amount of 1 million € for each tax period. For investments in innovative start-ups, on the other hand, there is a 30% deduction with a maximum amount of €1.8 million for each tax period. The bonus is applicable up to a maximum investment amount of €15 million.

Cumulation: It is possible to combine these incentives with those payable to employees as stock options and work for equity. Any excess over the declared income, both for deduction and deduction, may be carried forward to the next three financial years.

The news has been received positively by the world of SMEs and Startups. “The unlocking of the incentive decree brings a further advantage to Italian start-ups, allowing greater profitability of companies and consequently an increase in the pool of potential investors – said Stefano Massari, entrepreneur and founder of the co-working Officine Moderne in Orvieto – also investors would have access to the important technological and innovative reserve of Italian SMEs, among the most important in Europe.
